Consider this: had it been commissioned by your local council it would have taxpayers thousands, taken ages to realise and so quite likely lost all its impact before it even appeared! No, I am not against publicly funded arts at all; it is just that, although the situation is now getting better, the UK has proved to be a rather late developer! It is the sense of surprise that makes such images so potent.
